Whether or not poverty exists in Cuba is a controversial issue because it has not yet been possible to carry out a rigorous study at a national level to clearly identify how it is expressed in both urban and rural areas. At present, the debate can be said to be in the red, because although internationally there is a "favorable" multidimensional poverty index, which is the data that both the Cuban government and the state media recognize and promote, on the other hand, Cuban economists, non-governmental organizations and scholars of the subject consider the poverty indices in Cuba to be alarming. The specific problem is how to interpret the data being provided by the two sides in the discussion: it is evident that the data provided by the Cuban government are extremely incomplete, and at the same time, those provided by the other side are fragmented due to the fact that their samples are very small and sometimes approximate calculations are made.
